It is known that integration has more favourable conditions for existence in states with similar level of economic development and financial wellbeing. Discrepancy of indicators generates problems for national producers of the neigbours of Russia in form of being influenced by it. Different discussions concerning positions on all the trade items within CIS structures have been conducted for almost 15 years but only 3 countries managed to agree on the Customs Union. Ukraine joining the WTO could hinder the real integration in the post-Soviet territory while Belarus, Kazakhstan and Russia have not joined it yet.
Nevertheless, differences of the Western and Eastern Europe did not prevent them from integration within the European Union through more than a dozen of diverse agreements. Why cannot the parts of the previously united country, the single economic system set up stable integration relations for such a long time? In our opinion the main reasons are not economic.
